The Philippine Ports Authority (PPA) has issued comprehensive travel advisories specifically tailored for pet owners and plant collectors as millions of Filipinos prepare for Holy Week 2026, warning of potential bottlenecks at major ports nationwide.
Pet Travel Requirements via Sea Vessels
With more Filipino families considering their furry companions as essential travel companions during the Lenten break, PPA Managing Manager Reymez M. Guillermo reminded pet owners that bringing animals aboard passenger vessels requires proper documentation.
Mandatory Documents for Pet Travel
- Valid veterinary health certificate issued within 10 days of travel
- Updated vaccination records, particularly rabies vaccination
- Proof of ownership or caretaker authorization
- Appropriate pet carrier or cage compliant with maritime safety standards
"We anticipate a significant increase in passengers traveling with pets this Holy Week. Our goal is to facilitate safe and hassle-free travel for both passengers and their animal companions," Guillermo stated during a press briefing in Manila.
Port Facilities for Pet Owners
Major terminals including the Manila North Harbor and the Batangas International Port have designated pet relief areas to accommodate travelers with animals. PPA urged fur parents to arrive at least three hours before their scheduled trip to complete required documentation checks.
Plant Collectors Urged to Secure Transport Permits
The growing community of plant enthusiasts, commonly referred to as plantitas and plantitos, has prompted PPA to issue separate guidelines for transporting flora via maritime routes.
Documentation for Plant Transport
- Phytosanitary certificate from the Bureau of Plant Industry for certain plant species
- Plant quarantine clearance for species crossing provincial borders
- Proof that plants are free from pests and diseases
- Proper packaging to prevent spillage or damage to other cargo
Plant quarantine officer Maria Theresa Santos warned that certain endangered species remain prohibited for transport. "We advise plant enthusiasts to verify with authorities before attempting to bring rare or protected species aboard vessels," Santos emphasized.
Heightened Security for Agricultural Products
PPA has coordinated with the Department of Agriculture to implement stricter screening of agricultural products during the travel rush. Travelers carrying large quantities of plants may face additional inspection procedures.

Beyond pet and plant transport, PPA reminded all travelers of standard requirements for the Holy Week surge.
Booking and Arrival Guidelines
- Advance booking is strongly recommended as tickets sell out quickly during Lenten season
- Passengers should arrive at ports at least four hours before departure
- Valid government-issued identification is required for all ticket holders
- Extra baggage fees and restrictions apply during peak travel periods
The agency expects over 1.8 million passengers to pass through various ports during the Holy Week period, with popular routes including Manila-Batangas, Cebu-Bohol, and routes to Mindanao experiencing the heaviest traffic.
Alternative Travel Dates Suggested
PPA Public Affairs Division Chief Jonathan Dela Cruz advised travelers with flexible schedules to consider departing before Palm Sunday or after Easter Sunday to avoid peak congestion. "If possible, adjust your travel dates. Holy Wednesday and Maundy Thursday are typically the busiest days at our ports," Dela Cruz recommended.
The agency has deployed additional personnel at major terminals and activated its command center to monitor port operations throughout the Lenten season.
